[A*UG] Line Pooling on PRI

I have another question about line pooling.

The setup is this: Two businesses (A and B) sharing 10 digital lines
over a PRI on the same asterisk server. There are 2 DiDs, both on the
same hunt group.
Normally, uncontrolled line sharing works fine, but there are times
when biz A wants 8 of the available 10 channels.

I'm wondering how to limit the inbound and outbound calls for B.
One piece of data that is needed is how many lines B is using at any
given moment.

The other is what to do when a call comes in and B is over its limit.
Do we have the system just hang up on the user, or is there a way to
give a busy signal?
