[A*UG] Line Pooling on PRI

Well do you need to dynamically adjust how many lines are available to each
business? if not, you can use the GROUP function to assign calls to groups
and check how many calls are in each group before allowing the call to pass.
If the call exceeds the limit, you can call the "Busy" or "Congestion" apps
to properly signal the unavailability.
You can do dynamic allocation, but you'll likely need something "external"
to Asterisk to make the decision on who gets how many channels
